the list price of a product is $4999, but manager advised to advertise at $3999 because there is a $1000 mail in rebate involved. The rebate is very complex and difficult to receive and complaints were received. Is this ethical to advertise at this price?

If they advertised it as “$3999 after rebate” then yes, it’s perfectly ethical.

Only if you place the words “With mail in rebate” into the ad showing the $3999 price.

No. It should be listed as $4999 with a $1000 dollar rebate, if you just advertise at $3999 your hiding the fact that a rebate is involved so it may be hard for them to get their money back (as sometimes they are a pain to follow up on)

These ads usually have in small prints stating “after $1,000 rebate” somewhere in the ads. It’s not illegal as long as the ad has a reference about the rebate.
