first of all, almost EVERY site that says they have targeted “volunteer” email addresses is actually peddaling spam lists. Email advertising is NOT the way to go!
Use good SEO methods to get your site to show on searches, post to forums and use your site URL in your signature, Write a blog and post the blog on reddit.com and digg.com
List your site at every free search engine you can find! Here is one:
I would not “buy” a list from any source. Your best bet is to find list brokers, or email list companies that you can rent a list. Or even a related company to your business, an association or publication. These type of lists tend to be double opt-in and are normally fairly good sources.
Not all lead sellers are spam pedlers. You can buy opt-in lists which are lists of people who have requested more info on a given subject. Email marketing is regulated by US law. As long as you include your name, street address and an opt-out mechanism, it’s legal.

Try Key2Net:
for leads.
I think that you best bet for a safe list is to:
a.) Advertise in a newletter that you consumers will read
b.) Contact a newletter’s editor and offer to write a coulumn for them - I believe it is supposed to be 75% content and 25% sales letter.
