I purchased direct mail advertising from this website which claimed the addresses they had were from my the finance target market in my area but i came to find out they’re just regular people thus no use to me. I’ve already paid them a substantial amount of money and they refuse to refund me.
What laws have they broken and what could i do to them in civil/criminal court?
i have a statement from them saying what they would provide and i can prove they didn’t provide it

The violation of contract. Advertising to you is technically a contract, and you can sue.
This is called breach of contract and is a civil matter. They have to hold up their end of the bargain as promised, especially if it is part of your written contract. You’ll have to prove they breached, though, and you were damaged (out the money you paid for the advertising) due to the breach.
You need a contract attorney.
They were to provide you a service that would allow you to benefit from the advertising they provided. If your business is in California and they advertised in Arizona, what good what that to you?
You should have some sort of contract/agreement to show what should have been done for what you were paying for.
