I’m 17 and want to work part-time at a bookstore of some sort.

I don’t think a single bookstore in Melbourne has a vacancy - all their websites say to try again.

But is it impolite to still ask at stores? And how do you go about it? Do you email them, phone them, drop in?

Yes. The usual phrase is to ask if they are accepting employment applications.

I’d drop in. People find that charming.
A 17 year old looking for a job is a pretty normal encounter.
Of course I’m answering from American culture.
