I was sent a contract via email and asked to send co info for advertising, I sent the info but after seeing it decided not to advertise. I have been told, the contract didn’t need to be signed because sending my info made the contract legally binding and owe for the advertising. Is this legal, even though I never agreed nor signed the contract? I am in California

No, you are not under contract, regardless of what they say. Call their bluff and challenge them to collect it in small claims court.
