When I place an ad (mainly online ads), should I include what I charge for mural art in the ad, or should I just tell them to email me for rates?

No, since your price for a mural will be determined by how simple or complex the project will be. Simply state ” For a price quote contact :”.

i don’t think that would be wise, let them see your portfolio, and THEN discuss price, when you have some idea of what they want…(detail, colours, etc.)
i discuss price only after i am reasonably informed as to what the client wants, then i don’t give out per foot price at any time, because that can change with the customer’s mind, (and we can shoot ourselves in the foot real bad there).
