What is the best software program to create advertising fliers?

After I have successfully created the flier that suits my needs, I would like to transfer to PDF or JPG to send to printing company. I would like to be able to add pictures within the flier also. Any help appreciated!

I have found that the best software for the job is the open source program Scrbus it gives you the high end of the market quality free
