You could try to create a strategic alliance with a related company, ex: If you do waterproofing for homes you could try to advertise on a home buyers website. You could also gain E-mail lists from related businesses and send direct E-mail but this kind of advertising has allot of laws associated with it. Good luck.

You can put up signs in stores where customers would be interested in that typre of thing.
You can send postcards to a targeted area
Send coupons
Newsletters are great
