I mean, I’ve read so many complaints about questions being deleted just because someone reported them for fun. Conversely, I notice that there are answers that I reported and MUST be deleted (because they advertise other people’s email addresses) but are still there. What does this mean? Questions can be deleted at will, but answers can’t?

No idea. Never reported anyone.

Just keep reporting the same post if its still there. eventually it will get deleted. All reports whether they are questions or answers are treated the same way.

When you report someone for abuse, the report is read by customer care and they determine whether or not its a violation of the guidelines. if the violation is right then they remove the post and send an email out to the asker,with the reason why it was removed. they also lose 10 points. hope this answers your question.
