What’s a fair price for illustrations of a character for a local business?

I am a freelance graphic artist but I’ve always just done print work with direct mail advertising. I recently had a business owner contact me to create a penguin graphic for her Italian Ice business. She wants him to have personality and perhaps be put into a few different positions. I know I can do this, but not sure how to charge. What is the going rate for something like this?
