I would say Google Adwords will probably be your best bet. If you aren’t familiar with Adwords it’s the “sponsored” listings at the top and on the right of Google’s search pages. They also have publishers (websites relevant to your content that put the ads on their pages).
According to Alexa, Google is the second most popular site on the internet and I don’t have stats, but I am sure it’s the most popular search engine. So you would get high exposure, relative to your keywords.
With that said, Adwords can bring you all the traffic in the world, but conversion is going to fall on you. The good thing about Adwords is that you can put a limit on the amount you are willing to spend in a given period.
Then, run tests using different ads. If those ads aren’t bringing people in, then you tweak until it does. Once you see a good CTR (click through rate) see if they are converting to sales.
If not, then you need to make sure you are targeting the right keywords (you may be bringing in the wrong market). If that’s fine, then you need to work on your site to increase conversion.
